BREAKING: Nigerian Government Extends Deadline For NIN-SIM Card Linkage By Three Months

The NCC data revealed that the total number of connected lines in the country fell by 21.79 percent to 229,582,206 in October this year from 293,554,598 in October 2020.

The government of Nigeria has extended the deadline for the ongoing national identification number and subscriber identity module (SIM) integration to March 31, 2022.

Meanwhile, a total of 63.97 million lines were disconnected in one year amid the National Identity Number-Subscriber Identity Module data verification.

This was based on data obtained from the Nigerian Communications Commissions.

The NCC data revealed that the total number of connected lines in the country fell by 21.79 per cent to 229,582,206 in October this year from 293,554,598 in October 2020.

Within the period under review, the number of connected lines was highest in August 2021 (328,114,538) and lowest in September 2021 (229,467,077).

The number of active lines fell from 207,578,237 in October 2020 to 191,618,839 in October 2021, a 7.69 per cent decrease (15,959,398).


According to the commission, 37,963,367 connected lines were inactive as of October 2021, down from 85,976,361 in the same month last year.

Telecommunication companies in the country have been losing subscribers since the Nigerian Government began the linking of NIN with SIM cards.

“Mobile subscribers declined by 7.6 million to 68.9 million, impacted by the regulatory restrictions on new SIM sales and activations,” MTN Nigeria Communications Plc had said in its half-year financial statements.

According to the company, it is actively in support of the government’s NIN enrolment programme.

Airtel, in its quarterly financial statements, had said, “New customer acquisitions were barred until significant progress had been made on linking the active customer base with verified NINs.

“Natural churn in the customer base led to a loss of two million active mobile customers in Nigeria in the first quarter of the year (following on from 2.5 million customer loss in the final quarter of the year to March 31, 2021).”

In December 2020, the Nigerian Government banned the sale and registration of new SIM cards and gave a 30-day deadline for people to link their NIN with their SIM cards. The Nigerian government later extended the exercise to the end of 2021.

When the government banned the sale and registration of SIM cards, the total number of connected lines was 300,042,650, and the total number of active lines was 204,228,678.

According to the government, the SIM-NIN policy is necessary to strengthen security in the country and trace suspects.

Obasanjo Attacked For Saying Nigeria Owns Oil In Niger Delta

Former President Olusegun Obasanjo has been lampooned for his response to a letter by a Niger Delta leader, Edwin Clark.

In a rejoinder on Tuesday, Obasanjo declared that the oil within the region belongs to the entire people of Nigeria.

On Wednesday, a South-South coalition said from paragraphs 4 to 12 of his reply, Obasanjo emphasized the constitutionality of “the forceful expropriation of Niger Delta”.

The Niger Delta Congress (NDC) chided the ex-Head of State for failing to see the absurdity in centring his arguments on legalities “conceived by members of the larger ethnic nationalities which Obasanjo belongs”.

A statement by the spokesman, Ovunda Eni, noted that in paragraph 13, Obasanjo, not only admitted Niger Delta resources was eyed by both sides during the civil war, he asked the people to be appreciative because the situation would have worsened if the Biafran side won.

Eni, a lawyer, thanked the retired General for the “revelations” which he said aren’t new to the region.

“It important for the Niger Delta people to take note that its territory and people are seen as war booty won and/or lost. This thinking continues to influence the relationship between the Niger Delta and the larger nationalities; not neighbours, not brothers, not comrades, not friends, but war booty.

“In paragraph 18, the former President made it known that he has been a champion of equity and fairness in Nigeria. And in his bid to ensure this equity, he believes that it is necessary to “suppress” ethnic nationalities, or “tribes” in his own words, so the state can emerge.

“What he failed to reveal is that suppressing “tribes” in a state is in reality nothing more than an attempt to create a state where smaller nationalities are silenced, or annihilated so their lands and resources are annexed and controlled by the larger ethnic nations who also make up the state.

“We have seen the ruthlessness with which this suppression as a strategy has been applied, most importantly with the genocide in Odi which left over 10% of the population dead in 1999; a genocide perpetrated by Nigerian troops when President Obasanjo himself was the Commander in Chief of the Armed Forces.

“President Obasanjo stating that he would continue to push for the suppression of “tribes” in the Nigerian state until he “breathes” his “last”, is Obasanjo pledging allegiance to a genocidal ideology. Such audacity can only come when a man has successfully carried out a massacre.

“This does not only show the failure of the Nigerian state he swears by, but also shows the complicity of the international community he hobnobs with and whose interests in the Niger Delta he has served. This also shows the failure of the Niger Delta leadership to stand by and for our people.

“In subsequent paragraphs, the former President went back in time to cite colonialism and its legal constructs in different ways to derive legitimacy for the injustice that has been the relationship between the Niger Delta and what is currently known as Nigeria right from as early as the colonial era.

“As interesting as this attempt to gaslight the Niger Delta is, what is poignant for the NDC is the subtlety in insinuating that what we currently have operable in Nigeria is an extension of colonialism with the larger groups as the new colonial masters. We choose to not be colonised by any group.

“Most important to the NDC are paragraphs 20 and 21 wherein Obasanjo revealed moves he and some other collaborators from within and outside the Niger Delta are making to once again shortchange the people as has been done within the Nigerian context since 1960, and which he has played an integral part of from the civil war till date.”

Eni said the former leader spelt out the work being done by the Committee for Goodness of Nigeria (CNG) – which he is a part – where Niger Delta representatives are proposing an 18% derivation in CNG recommendations “to those who can take action” ahead of a new constitution before the 2023 elections.

NDC condemned the “insulting” proposition, insisting that agitations have revolved around economic and political autonomy (resource control), contained in the different declarations and charters that have emanated since the 1965 Rumuomasi declaration.

The body recalled that at the South-South Hearing on 1999 Constitution review in Port Harcourt on 27th May 2021, the NDC presented recommendations to the Senate Committee led by Senator Betty Apiafi where 50% resource control or derivation was demanded.

The statement reminded the public that the NDC has been collating signatures of ethnic nationalities’ representatives for the Niger Delta Peoples Charter which asserts the right of the region to control their resources and determine their socio-political future.

Eni vowed that the people will resist any move to foist any constitution that does not take cognizance of the demands of the people as captured in the charter adopted on 8th October 2021 at the Niger Delta Peoples Conference in Yenagoa, capital of Bayelsa.

He announced that telecommunication services would soon be restored in affected places.

The State government recently lifted the ban on 10 out of the 17 Local Government Areas.

Masari commended the efforts of security agencies and vigilante groups fighting outlaws.

The Katsina helmsman advised residents to support operatives with timely and credible information on criminals.

“We must prepare to fight back as individuals; to fight the bandits because they are evil and represent evil.

“By God’s grace we will not handover this country to the next generation of leaders under this condition. We must restore normalcy”, he said.

“I remember after secondary school, I didn’t have money, I was looking for a job. I remember going for a full month looking for a job.

“I would prepare my CV. There was a time I trekked from Ilaje to Sabo in search of a job with my friend. We submitted our CVs but didn’t get the jobs eventually.

“I eventually got a job to promote products for a company under the sun. They took us to redeem camp in Ogun state, it was difficult. We were paid N5000 a week.

“At that point, life was hard, I remember I only had one Nike shoe and it was fake. So, one promise I made to myself was that when I finally blow, I’ll always buy shoes.

“So, these days, when I’m down, I just step out to buy shoes. Life was more difficult than failing an exam or owing school fees.

“There was a particular time this happened to me. I’ll just say when a child is owing school fees, don’t call the child out. Just tell the child not to go to school.

“Don’t flog kids for owing school fees, the child doesn’t have money. School owners should not embarrass a child for owing school fees.

“It was really embarrassing for me at the time because it affected my esteem at that point.”

It barely 2days to 2022!!

For me I would say I failed to achieve even one complete plan i penned down this year and I feel upset.

I tried at the first quarter of the year but on the long race I backed out, I would say I achieved 5% of my plans in 2021.

First thing first I’m very grateful to God for life.

One of the things I will not joke with is the fact that I have life and I am living well

An 11-year-old girl who was impregnated by her aunt’s husband has been abandoned in her village Orokam, Ogbadibo Local Government Area of Benue state to fend for herself and her unborn child.

It would be recalled that the suspect, a security guard at the Benue State University, Joseph Adoyi, was arrested by the police few months ago.

The victim was said to have been living with Adoyi and his wife at the North Bank area of Makurdi since she was three years old.

Adoyi was said to have threatened to kill the victim if she told her aunt.

One Andrew Obeya Adaudu took to Facebook on Wednesday, December 29, to share the plight of the minor and seek help for her as she is almost due for delivery.

He wrote;

“Sometime this year, this little girl of 11 years (Victoria) was allegedly impregnated by her aunt’s husband in Makurdi and she was sent home to fend for herself and her unborn child

“She comes from a humble background and can barely feed herself or attend any antenatal services. She hasn’t been able to visit any clinic since all these started (except when it was initially detected in Makurdi)

“From the look of things, she will be due any time soon? There is just no way this girl can have a normal delivery since her features aren’t fully developed to go through that stress

“She is from Orokam, Ogbadibo local government of Benue state. I have resolved not to tow the path of the law, since they had gone through that route and it does not look like the Police and the relevant agencies are willing to cooperate with her parents, and I currently do not have the luxury of time to be whipping the law around.

“How do we support this little girl to have a safe delivery, rehabilitation and subsequently return to school.”

About 134.4 million Nigerians are currently without the National Identification Number (NIN) as the NIN-SIM linkage deadline ends tomorrow, The Guardian can report.

About 134.4 million Nigerians are currently without the National Identification Number (NIN) as the NIN-SIM linkage deadline ends tomorrow, The Guardian can report.

As at October, the National Identity Management Commission (NIMC) revealed that 140 million Nigerians were yet to get NINs, with only 64.4 million unique identity numbers issued as at then.

However, the figure increased to 70 million this month, meaning only 5.6 million unique NINs were issued between October and December. Consequently, removing the 5.6 million from 140 million showed that 134.4 million Nigerians are still without NIN.

This further means that only about 70 million Nigerians might have linked their SIMs to their NINs, having in mind the multi-SIM nature of Nigerians, where an individual operates three to four networks.

Efforts to get the Head of Corporate Communications, NIMC, Kayode Adegoke, to comment on the development, was not successful, as he neither picked his call nor responded to messages sent to his mobile phone.

The President, National Association of Telecoms Subscribers of Nigeria (NATCOMS), Chief Deolu Ogunbanjo, who commended the efforts thus far, appealed that until a target of 85 per cent has been met on the NIN-SIM exercise before the Federal Government can put a stop to the registration and take accurate stock of the exercise.

Ogunbanjo told The Guardian that already, the Nigerian Communications Commission (NCC) and Ministry of Communications and Digital Economy are working with the Association of Licensed Telecoms Operators of Nigeria (ALTON) and the Association of Telecommunications Companies of Nigeria (ATCON) to assess the efforts so far and proffer next step.

“I want to appeal that if we have met 80 per cent to 85 per cent of the target, the exercise can be stopped, stocks taken and reviewed. If there is need for expansion, the FG can give a final three months for the linkage. But for now, lets take stocks of how we have performed,” he said, stressing that no Nigerian should be disenfranchised.

He, however, questioned the rationale behind the implementation of digital tokens feature on the NIN. Ogunbanjo, who stressed the need for enlightenment on the plan, disclosed that already there are several means of identification, including the SIM, NIN, Bank Verification Number (BVN), NIN-SIM linkage, Drivers Licence and Voter Cards, among others.

The Federal Government had last week announced plans to introduce digital token comprising 16 alphabets and numbers to replace the current 11-digit NIN effective January 2022.

According to NIMC, companies and agencies are allowed to only store and verify virtual NIN or digitoken, which is a set of 16 alpha-numeric characters issued exclusively by an ID holder with NIN.

It was disclosed that the vNIN is non-transferable and expires after 72 hours to be accepted for third-party verification, instead of NIN.

According to Ogunbanjo, there is no justification for imposing the digital token on the people. “At least, there should be about six weeks enlightenment and consultations with stakeholders. Let it not be like the NIN-SIM linkage, which started last December with two weeks deadline given in a period of COVID-19. The two weeks have stretched into months and gradually becoming a year and could become years.”

Speaking with The Guardian, the Chairman, ALTON, Gbenga Adebayo, said operators have passed necessary information and data to the regulator, the NCC for onward transmission to the Minister. “We hope that the Minister will be advised adequately well on the next move,” he stated.

From his perspective, the Nigeria Coordinator, Alliance for Affordable Internet (A4AI), Olusola Teniola, said the NIN-SIM deadline may be reviewed again by the FG considering the success of the exercise to date versus the pre-2019 figures.

“With the ongoing NIMC system challenges, it is probable that FG may extend the deadline to allow for further improvements in the number of Nigerians and legible persons to obtain a NIN to access various government rendered services including essential access to the Internet and emergent digital services,” he added.

Meanwhile, backend challenges have continued to slow the efficiency of NIMC in ensuring a smooth handshake between its facilities and that of telecoms operators.

An official of one of the telecoms operators, who pleaded anonymity, told The Guardian: “There are still challenges with the backend integration with the NIMC database because of the ancient backend support at the Commission.

“Some subscribers have sent their NINs to their network providers, and you will be told that it has been acknowledged, but it will not go through finally until we are able to check at the backend of NIMC to confirm the authenticity of the subscriber’s identity because we don’t have any way of knowing, except NIMC confirms.

“It is NIMC that is supposed to confirm that and get back to us. So many subscribers have sent their NINs, but the Commission is yet to confirm their authenticity. It is a serious challenge, which they are managing. It is also one of the reasons we cannot give the number of subscribers that we have verified to date.”

Earlier in the month, in Abuja, the Director, Special Duties, NIMC, Ibrahim Daniel, had disclosed that the commission was battling high maintenance costs, obsolete computers, and poor connectivity. He said all these challenges hamper the enrolment process in the country.

He said:-

“There are a lot of things needed at the Commission. The first is to train and build the capacity of our staff, most especially those who work in the department of identity database.

“This bothers most on the issue of maintenance, particularly some of the servers and equipment. Most of the time, we outsource to maintain them. It attracts huge amount of money. But if we have in-house trained staff on that, it would reduce the cost.” He further stated that the current database was based on the design of the Pakistanis.

“Most of the things installed there at the inception were not by Nigerians. Most of them were by the Pakistani national database. So, we need training for participants particularly for maintenance,” he said.
